No...CityWalk is part of Univeral Orlando Resort but is not inside either park. You will walk right through CW on your way from the parking garage to the parks.
Think this menu might be a couple years old. . .but it should give you an idea of the menu. Someone might come along with something more current.

Like Metro West wrote, City Walk is just outside the front gates of Universal and Islands of Adventure containing restaurants, bars, shopping, movie theatres.
It has a great vibe to it. What I like is coming out of the parks after a great day and finding this festive atmosphere to soak in. Last time there they were filming a Blue Man Group commercial, a band was playing a concert, and street performers were all around.
