OK the article maybe wrong. If you search it looks like the child was from Cuba not Albany NY. The Albany NY story was reported false by Snopes. This video may indeed be true.

The story appears to be false.

If you google it, there aren't any real news organizations reporting on this. But there are several sites reporting this to be a false story.

I saw this story on the news yesterday. The child was really tattooed, but not here in the states. It was in Cuba where it's common and legal to tattoo children.

I'm glad that story is false and the photos are not real, but what about that you tube video? That looked pretty authentic to me and that kid was easily less than 2 yrs old, What the heck?!?!?!?

I'm sure it has been done. I once met a lady who had an interesting rose tattoo on her hand. I commented on it that it was pretty and she told me that her parents had tattooed her when she was a child and when she grew up she had a rose tattooed over it. She said if she had to look at a tatoo everyday she at least wanted to look at something she liked and not the ugly thing her parents put there.
