Here is what I was offered. This will be my first DVC purchase. The price per point is $112. Then we get back $8.00 per point at closing bringing it down to $104. Plus we get back another $8.00 per point at closing for a member referral, making the final cost $96 per point. The new incentive you mentioned is $13/point, that would make it $99 per point. I wonder if I would still get my $8/point discount for member referral? That would make the final price $91 per point. I am new to this, do you think the Guide will tell if the price went down? I'm thinking this is sales & they want to make the most money that they can.
That sounds like the old pricing which is BETTER than what they are offering today. Up thru June 15th there was an $8 discount plus another $8 off for 200+ points purchased with a referral. Total $16 savings.
That ended on Monday.

I see you live in New England, are you going to the Boston DVC show? If you are you might want to wait and see what incentives they are offering there before you send in the docs.

The incentive that you currently have, $16.00 off, is better than what you can get today. The maximum discount right now on BLT is $13.00 (200 + points for new members with a member referral).
Unless, you find out that you can go to the Boston show and want to hold out for those, I would sign your papers and send them back.
I don't know when the Boston show is, but if it is soon, you can sign and send the papers back anyway and then just ask to have them rewritten if the Boston incentives are better. Up until the contract closes (which is at least 10 days after the date you sign the papers), you can always make changes, and that includes qualifying for new and better incentives.
From what my guide said they have a list that they check off and that you have to attend to get any incentives offered. Check with your guide and see if he/she can get you into a show. It's worth a shot!
