Only for the Primary guest for each room. Yes other MDE users can have their up to (6) Payment options stored in MDE but that is only going to be used for their Mobile Purchases (Mobile Order, any additional LL purchases, or payments in select stores). Again everyone that want's to be able to charge to their resort room, if they are not the primary guest they need their Credit card added to the resort portfolio.And one related question - given we can enter the room using Magic Bands - is there a possibility then of not needing to go to the front desk at all?
MB are a whole different beast. You should have everyone with a MB try it on their assigned room. If their MB can't open their resort room then someone from that room needs to head to the Front desk.
A general note: you don't need all 16 members of your party to visit the Front desk. Just the primary guest for each room, and any adult in their room that wants to be able to use their charges back to the room to be on their credit card vs the default Primary guest for each room.
