he could be doing something about. Why is his wife the only one who has the ability to "fix these problems" with the kids?

I haven't seen anything more than the website, which doesn't say a lot. I agree that husbands and wives need to make time for each other, and respect each other's feelings. They certainly ought to go out to dinner once in a while without the kids, but when was that anniversary? The baby is only 2 months old, so I'm guessing even younger on their anniversary? That is still pretty young to leave with a sitter, especially if mom is breastfeeding. If that is her reason though, the two of them ought to be able to have an adult conversation about it, and come to an agreement on postponing it for a couple of months or something.
They are probably both at fault to some degree.
