I know you can't put lighters or matches in your carry-ons. FYI--don't try to carryon peanut butter either. I found out the hard way that it is also considered a LIQUID
No lighters on the aircraft at all. The only way you can take a lighter is if it is a refillable lighter than has been drained of fuel and is securely stored in something ... I don't know how to describe it, but I believe I've seen the brand-name "Otter Box." AND it has to be in checked luggage.
Matches aren't permitted in checked luggage. In your carry-on, you are permitted up to 4 books of normal safety matches. You are not permitted to bring "strike anywhere" matches, the kind that you can light by scraping it against just about any surface (they're sometimes called stage matches, because they are what's used by actors on stage).
And if you bring the refillable lighter with no fluid, you cannot bring lighter fluid in checked baggage, so you would have to purchase this in FL and leave any left over fluid there, as well.
We get the books of safety matches for the carry on and buy a lighter on property and then "donate" it before we go back to the airport to fly home.
