Im just back from WDW. for the first time ive ever seen they are using some charter buses to bring people from resorts to the parks. How long has this been going on?
Just a heads up the charter buses werent accessible.

That happens frequently. Charters were being used when I drove there and that was in 2006. When guest demand and park schedules cause a shortage of WDW buses, Mears and other bus contractors are brought in. Many of the Mears charters do ME or DCL shuttles and have lifts, some of the ones from ABC bus do not. These buses are also limited in which resorts they will service. Most will do only the All Stars, POP and AOA.

I saw this a lot in Sept when crowds were low. I was curious why they would need so many charter buses if it was "low crowd" season.

Low crowds is not always an indicator. If there were multiple parks closing at the same time, that can be a deciding factor. There may have been other fleet issues that necessitate bringing in charters.

Quite correct. The only people who know what happened "behind the scenes" are the people "behind the scenes". And they do what they do so guests get the buses they need.
