Verbal. The interaction between the guests and Cinderella’s stepsisters, stepmother, the Mad Hatter...these are much more fun than a quiet hug from Pooh.

Yes, I agree. Some of the face characters are hysterical! We love the Mad Hatter at 1900 and Ariel has always been very funny. We've had very good interactions with Chip and Dale at Garden Grill, but otherwise, the non-verbal character interaction is kind of boring, IMHO!

Verbal during out last trip the evil stepmother at 1900 was a blast the eight year old was 3 then and she kept calling her a very bad mom. The poor woman had to turn around so we could not see her smile.

I think it just depends on who you get. My daughter has had some amazing memorable moments with Chip & Dale, Goofy, Donald & Daisy. I think it also depends on how many people are in line at a meet and greet.
I am fine with the "human" characters being verbal but prefer that the "animal" full costume characters are silent. Maybe a bit silly but I think that the magic is broken if they start to talk. Back in 1992 we were in EPCOT having breakfast with our daughter, son-in-law and two grandchildren (2 and 9 months) in the Starlight Café (I think that that was the name) when Mickey came in wearing a silver space suit. Our 2 year old stood on his chair in excitement, pointing and shouting "Mickey, Mickey". Mickey came over as did Goofy and Chip and Dale and they all spent quality time with us and, in fact, Goofy kept on coming back and playing with the kids. It was a great experience - the characters were silent but the interaction was pure magic. In those days it was not even a paid for character meal so we had no idea that the characters were going to be there.
Our best character interaction was with Pluto at Garden Grill. We always point out that he is my son's favorite character. One trip he taught my son to play fetch (Pluto threw the ball and DS fetched it) then later took my son for a walk around the rotating restaurant. It was hilarious and so very welcome!
CRT and Akershus always felt crowded and rushed. We will try 1900 PF and Bon Voyage b'fast for the first time next month.
We also had a great interaction with Daisy at TH once. She taught DD to take a selfie.
I'm not overly into characters but do try to do one meal or meet-and-greet each trip. I like to book Garden Grill because Chip is my favorite character and I enjoy his high jinks. One trip my Sister kept calling Pluto Goofy (despite being told repeatedly that Goofy wear pants), and Pluto started to cry. So it is fascinating to watch them emote and communicate inside the costumes. For face characters I've done the CRT breakfast once, mostly just to eat in the Castle,but after meeting with Cinderella realized I was grinning from ear to ear, and thought, 'dang she got me'... and we were just talking about shoes. I've also had a nice chat with Tinkerbell about how stinky pirates are (and not very smart). So I don't know that I have a preference... except that Talking Mickey freaks me out, so that's a one and done.
Funny, we had a good time with the characters at Tusker House. My husband took our daughter to get something from the buffet and Daisy came by so we did a selfie together. The characters there came a round multiple times and they played games and danced every time.
