My DH thinks that you have to pay extra for the character meal when you book a reservation. Is that true???

You pay the price that is on the menu at the restaurant. If it's a character meal the the price includes the characters.

Also, you do not have to pre-pay for your Character meal (although that is an option). You can just make a reservation, ad then pay when you are there.
