Are there any Character lunches not in the park?

While it's technically breakfast, 'Ohana breakfast (with Lilo, Stitch, Pluto, and Mickey) is now open 'til 12 noon. I got an ADR for 11:45 in Sept.

Other than that, I don't know of any others for lunch.

I was told by a Customer Rep while trying to make a dinner reservation for Chef Mickey that on certain days throughout the Summer they are offering a lunch form 12-2:30..Price is $24.99. Hope that helps
