Is there a character breakfast permanently available on the Fantasy now?

Not sure about permanent, but it was available on our 09/05 sailing.

Anyone can get tickets for it. It's Disney Jr characters basically, so whatever age group that is aimed at is who would mostly like it.

Just got off the Fantasy today. We did this with our 4 year old and it was pretty awesome. It is the second day (first sea day) in animators palate. The characters we saw were Jake from Neverland Pirates, Doc McStuffins, Sofia the First, and the big cheese Mickey Mouse. Free event and lots of people without kids attended. If you want tickets make a beeline to Port Adventures on the 5th floor port side overlooking the lobby. You will know if they are still hosting the event when you get you navigator at check-in. From the popularity of the event I do to believe they will ending it anytime soon.
