Changing reservation before PIF date?

My husband and I booked two cabins with OBB on our last cruise. The plan was to go with our two kids as well as my parents. We booked two verandah rooms with my husband and my dad in one and myself, my mom, and two kids in the other. Our PIF date is coming up, and now my parents may not be going. If they do not go, as long as it's before the PIF date, can we cancel the one room and remove my mom from the reservation and change it to my husband??

You can do what you are asking. Just be careful when speaking to DCL -- if you tell them to remove your mom (in effect cancelling her) and then tell them that you want to add your husband, your husband will be added at rates for that category room on the date you add him. But if you tell DCL that you are making a name change, they should be able to do that without affecting your cost for the cabin. (It may seem all the same in the end but if the agent does the actions as you are telling them, once the computer removes a person, they can't get that rate back again!)

If they back out within the 74-45 days, could I still change names on the reservation and then cancel their room and they would forfeit their deposit? I just want to make sure I have the option of moving my DH to our room and then cancelling the other room, even if they lose money.

The issue with moving your husband to your room at a late date could be if there is still room in the lifeboat that room is assigned to. There are more beds in the rooms assigned to each specific lifeboat than there are actual seats in the lifeboat. If the capacity has been filled for your room before you move your husband, you might have to change rooms/categories (with whatever price difference there is).

If we did this, we would be removing my mom from the room and adding my DH, so the capacity wouldn't be changing.
