Not sure … he was still at WDW in Nov … if they removed it it’s ludicrous … it’s a ‘haunted’ mansion for Pete’s sake …

Or the skirt could have just slipped and no one (CM) has noticed it. Most likely answer. Used to happen when I was an attractions manager at WDW. At Hall of Presidents, Pirates, Haunted Mansion, it can happen and often does! And it was usually a guest who brought it to our attention.
It's not rumored when Kim Irvine, the creative director of imagineering at Disneyland explicitly stated that it's being discussed to be removed in a recent article about Haunted Mansion's new bride. It seems like the issue they're having is the actual structure of the building vs. whether or not it should be removed to begin with.
I remember once, all the hats fell off the head of the "Hat Pirate" in the burning village scene at POC (WDW). There was a big silver rod sticking out of his head and the hats that should have been there were floating in the water. A guest reported it to a CM. We had no idea how they fell off! We cycled guests out of the ride and held the queue for a few minutes until maintenance was able to retrieve the hats and put them back on his head! They were on his head when we opened the ride - CM's do a ride through before opening, so no clue how or when they fell off. It was kind of funny.
