Why couldn't I just change the reservation to a later date, then call back and cancel it? Essentially it'd cost me $50 to cancel instead of $200

You could do that, but it would cost $250 to cancel down the road instead of $200 to cancel now. If you change the reservation to a later date, your original booking date is what they use for determining your cancellation fee.

I spoke with a CM who assured me that if I changed to a new date it essentially re-sets the clock so that I'd have a new 45 day window to cancel before. In other words it'd only cost $50 to cancel. Disney would just have my money for a little longer.
