I think it has to do with laws regarding giving things out based on skill vs. based on chance, with chance being seen as gambling, and skill not. By including skill of some sort in there, it's no longer considered in the same category, and is thus legal. You’re correct about Canadian law requiring the skill testing question. There is usually a basic math question that must be correctly answered in order to win a contest. For some contests, the question may be part of the entry form. The one I had to answer to win a vacation quite a few years ago was similar in difficulty to the one you gave as an example. They read the question to me over the phone and then asked me to give my answer within a two minute time limit. I got it correct, but if I had answered incorrectly, I would not have been able to claim the vacation prize and they would have drawn a new name.Here's the first google link to come up for me: Link here. I'd assume it's a really basic math question, though. The example in that article is: "155 plus 33 minus four divided by 2" which is super-easy on one hand, but on the other hand is slightly more difficult than I'd have thought they might use - I know people who would have trouble with it!
