The US Constitution mandates a census and gives the power to the Congress to set the requirements to perform the census.

The Congress, by enacting federal law, has mandated questions more extensive than a simple head count.

That yearly census doesn't have anything to do with federal dollar allocations, determining representation in the federal government, etc. That is for local use only. Our city keeps track of population through the utility company since everyone pretty much signs up for electricity when they move to the area. They have a ticker on the city website showing the current population, which is higher then what the signs say from the 2000 census but that doesn't change anything on the FEDERAL level.

As far as answering the race questions, again, you are only hurting your area by not doing so as some programs receive more funding based on the minority population in the area, but like I said, go ahead and not answer those questions, that just leaves more money for those of us that do, thanks.

The yearly census in this state most certainly does have something to do with allocation of federal AND state funds. the yearly census here is used for various things, including school population and school needs, housing for elderly, and public safety needs. federal and state funds are allocated based on the yearly census each town does here in this state.
It is all in our general laws of our state.

and determining federal representation in congress is the reason in the constitution for doing the federal census.
so you can keep talking about towns losing money because people don't fill in the whole census, but that is just not true.
the head count is needed for representation. period.
