Cell Phone Questions

I have a Cingular family share plan with one of my daughters and she is asking for a new phone for Christmas. If I purchase the phone from somewhere other than Cingular, how do I get it activated to her existing phone number? Can I just insert the SIM card or do I have to bring it to Cingular to have it activated?
