Maybe I have a misperception of Kroger, but I thought it was a bricks and mortar grocery store? I don't know how they used a my card there since it never left my wallet!

Crooks can get card numbers without EVER seeing the card. Then they make the actual card, if they wish to, and use them. Or better, sell the information to someone else who then takes the risk of using it.
My brother had a string of internet-only cards whose numbers were being stolen; one set was stolen before he'd even opened the mail with the cards in it. Chase, of course.
