To answer your food question, there are soda/pop machines near the first floor ice makers and at the bus stop. That being said, I wouldn't try to use one during a hurricane, unless my room was next to the ice room. We were at the CBR from 8/29/04 until 9/6/04. Frances hit overnight on the 4th-5th. Disney was basically shut down, as was everything in the area that we knew of due to safety issues. We were sent letters and voice mail messages to our room stating that Disney CMs recommended that we be prepared to stay in our room for up to 30 hours and to also purchase non-perishable food for that time. We bought some food at Goodings, because the Publix was closed, and a few things at the food court in Port Royale, but we didn't buy enough. We didn't believe that we would be stuck in the room that long! In the end it was only about 24 hours, but Port Royale was closed from 4pm on Saturday until 5:30pm on Sunday. I was disappointed that Disney was charging so much for bottled water--I think a 32 oz bottle of Dansani was $3.50. They did give out styrofoam coolers and ice for guests. We were lucky to have requested a mini-fridge when we arrived, so we were able to buy some cold items.
I did feel safe at the resort, even though we were just in the room. I know some area hotels were letting guests stay in window-less ballrooms. Disney certainly attempted to make the best of the situation and the CMs were very accomodating. We had to stay an extra night due to the airport closure and did not have a problem getting an extension on our stay. We also were given comp passes for our two missed days at the parks (we had the ultimate park hopper passes) and were able to make up one day before we had to catch our flight home. The passes are good for twenty years.
If you are able to reschedule, I would do so. We were lucky and got a full week in before the storm hit. The storm did damper the end of the vacation and I will never go back to Florida again during hurricane season. (I was in Sarasota during Hurricane Andrew in '92-ugh, some lessons are hard to learn!)
