I thought I would try to help explain the 'category 11 is cheaper than 12' issue as best I can.
If you get a quote back from Dreams Unlimited Travel and you receive this message it is because DU is holding group space in advance on the sail date you requested. This is done to lock in the best tier pricing and offer a group discount for that sail date.
It is Disney Cruise Line policy that they will only allow a TA to hold group space in advance for categories 4 - 11 staterooms. TA's cannot hold catefories 1, 2, 3 or 12 in advance in group space.
Therefore, what happens is the category 12 staterooms are not eligible for the group space discount and will increase in price as time goes by and the ship begins to fill-up - i.e. as regular tier pricing increases.
A category 11 stateroom held under group space will always be cheaper for a particular TA than the category 12 as the 11 will have the group discount and be locked in at the tier held.
