I went last week in jeans and t-shirt, It was not real busy but I didn't notice anyone really dressed up for it. It was great!!! I really enjoyed it and so did DD 8, I had ordered her the slipper desert and it was great too.
Particularly if you go on weekends when locals are often celebrating various events, people will be more dressed up. The one time I went in dressy shorts and a blouse I felt undredressed. I usually where slacks or capris and a blouse or a sundress or something along those lines.

I agree with Anne. This seems to be a popular location for female locals to discuss business or meet up with friends. I usually wear a skirt and fitted tee shirt, but there is no stated dress code, and you will see a variety of attire.
I went in dressy park wear and my friends we in shorts and t-shirts. Some of the other people were dressed up and some were dressed like us. It didn't really seem to matter. I didn't feel under dressed. The dressed up people were obviously celebrating something and it didn't seem like they were dressing up because they thought it was a "dress up" place it was more like they were grown ups enjoying playing dress up. Wear whatever you want, everyone else will wear whatever they want, and hopefully everyone will have a great time
