We've done it both ways and never had a problem. The first time we cruised, we didn't reserve any in advance and just walked up to rent one. No problem. This last cruise, I booked the "Castaway Cay Getaway Package" (or something like that) which included Snorkel Gear, a float and a one-hour bicycle rental. We were busy all day just using the gear we paid for
I have never personally seen them run out of floats, but members of the cruise staff have told me that it happens occasionally. If you are sailing in the peak seaon and are a compulsive planner (like me), book in advance. Otherwise, chances are in your favor that you can get one anyway.
