does anyone know if i make a cash ressie at the poly at the end of our stay at the bw, do we still qualify for the meal plan. we are not staying on points at the poly.

If you want to stay at a non-DVC resort, you have to purchase a package - rack rate room, tickets - to get the DDP.

You would have to follow whatever the rules are for the plan at non-DVC resorts. I think (not certain) that there may be a minimum of 3 nights. In any event, you'll need to buy at least a one day park ticket through Disney travel, as it would have to be part of a resort package.

Even if you were staying on points at the Polynesian, you couldn't get the DDP through MS. You can only get the DDP through MS on points stays at WDW DVC resorts.
