Any beverages you bring onboard must be in your carry on bags. Not checked bags. Now, in my experience, it actually had to be IN a bag of some sort. I've seen DCL give people black trash bags to put their beverages in at least twice.
Yes, you have to wrangle it until your room is ready (about 1:30), but that's what DCL requires.
Many people use a small, rolling suitcase to do it. You aren't restricted to one carry on per person, but whatever you bring through as carry on bags, you must handle.

Absolutely you can carry it on when you check in at the port! You will have to carry it around until your stateroom is available, so be prepared for that.
After landing at the airport.... I stop by Walmart/Costco for a case on the way to the hotel. Before boarding, I empty one carry on and shove it full of water. Best to get a carry-on with wheels. As you are not flying.... there is no weight limit on the wheeled carry-on.
On our cruise on the Fantasy I still did see porters taking cases of water but again the porters do not work for DCL. DCL's policy is all beverages must be carried on.
