You need to look at specific airlines for their regulations as to what qualifies as a personal item or one carry on. We travel (2 adults, 2 kids) with one rolling carry-on suitcase and one personal item (backpack, tote bag, purse, briefcase, laptop case, diaper bag etc.) each and never have had a problem.

As long as each is under the carry-on size restriction and one can fit under the seat in front of you it should be fine.
