How weird that your passports and IDs were all back on your bed when you got back from the park! That screams hotel liability imo. Obviously, they must have known a maid or someone else entered your room and took it, and then told them to put it back. So strange! This is not the first story I've heard of this type of shenanigans taking place at Carousel. I've read about this type of thing before. It can happen anywhere, but that is scary that it's not the first time I've read about it, and that your passport and ID ended up turning up only after you threatened publicity and legal action. I have to say that is why we generally don't care for those motels that are like 2-4 story walk up/drive up, former apartment/motels. It's pretty scary. Anybody could break open your window and be in/out in no time flat, steal what they want and be gone -- it doesn't even have to be the maid! And the older motels don't seem like they have a lot of security patrolling the property. When we stayed at DI&S, the only time we saw the security guards was when we couldn't findany parking! (Only for them to tell us, too bad/not their problem, they just work there!)
