Car Seat/Booster Seat Question

I have four children-ages 2 (nearly 3 1 month shy, 5, 7, and 10. As I read the Florida child car seat law, I understand the three older ones will be ok with just their seat belt. But I am a little confused about the 3 year old. It says that they must have a seperate restraint or built in restraint. DOES THIS MEAN A CAR SEAT or will a booster seat be ok? My 2 year old is very very big for her age. She is the size of the average 4 1/2 year old. She is nearly 50 lbs and 41 inches. She has not be in a regular car seat for nearly a year and is restraint by a booster seat and seat belt while we are at home. If I check our booster seat on the airline and will we be ok legally?

I am traveling by myself with the four kids so the least amount of stuff to bring with us is better.
 
FL is possibly the state with the lowest regulations. Since she's in a booster at home, I'm sure that's allowed in FL.

I mean, I'll be bringing the 5 point harness Nautilus for DS who will be 6 at the time (if we rent a car), b/c I like WA's safety laws more, but you'll be legally fine in FL. If we get pulled over, I keep wondering if the Nautilus will confuse the FL trooper since DS is so old and in such a seat!
