Suggestions for best car rental from WDW to Clearwater?

Can't say which is best, I priced out thorugh Costco Travel. I'm picking up at St. Pete–Clearwater International Airport (PIE) and returning the next day to Dolphin. I've booked and cancelled 4 times and I'm down to $58, started off at $97 with Alamo. Not the cheapest of the 4 in the area, but dropping at Dolphin so we can go over to Epcot works best. Two years ago we picked up at Dolphin and dropped off at PIE, rate then was $44.
