Who is cheaper depends on many things like any discounts you may qualify for, the day of the week, the phase of the moon, and such unknowable things like how many extra cars the agency may have that day. Check out all the different rental companies, almost all of which have offices at WDW, for the best rate. You may find this thread helpful in that respect.
