Car Rental Discount Codes

I found an amazing discount code for Avis, which brings the price to roughly half the listed price.

It's A113400, which is a State of Florida employee code. Has anyone ever used this? I've used various codes before with all the car rental companies and have never had to 'prove' anything.

Any thoughts?

I've never been asked to prove anything with any car rental code (although to be safe, I try to have the proof with me!). I do bring a copy of my rental confirmation.
