Cancelling Members Cruise

We may have to cancel our members cruise that we paid for with points.....

We called DVC once to check on what the fees, etc. would be, the first agent told us that there was a 10% point loss, points would go into a special bucket, etc.

We then called back today to confirm what the buckets were, expiration of points, etc. and were told that there is no point loss if done before 75 days, the points would not be in a special bucket and get this - that we could transfer the cruise to a family member for the normal $95 change fee?

Any opinions on which is correct?

Depends on your stateroom category and length of cruise. Cat 3 or higher starts off with a point loss for any change... When you booked the cruise it changed your points into Reservation points, so if you cancel or modify and end up with left over points they do have restrictions (see bolded comment below)... And any change requires a $95 fee, so it would cost $95 to transfer to a family member.

Per the member website:
3-Night, 4-Night, and 5-Night:
Categories 4-11

Cancelling a reservation 75 or more days before the sailing date: All Reservation Points will be returned to the Use Year in which the reservation falls or 100% of the cash payment is returned.* footnote later states that since these are reservation points they can't be used for DVC properties, RCI and cannot be banked

Cancelling a reservation 74 to 45 days before the sailing date: 29 Reservation Points or $200.00 of the cash payment made.*

Cancelling a reservation 44 to 8 days before the sailing date: 50% of Reservation Points or 50% of the cash payment made.*

Cancelling a reservation 7 or less days before the sailing date: All Reservation Points or all of the cash payment made will be forfeited.

This is the "special bucket" MS was talking about, and yes, they are right. Once you use points outside of DVC resorts, they become "Reservation Points" and can no longer be used for DVC, RCI, or banked.
