can you use magical express if your renting points from dvc owner?

planning on a short trip in november & hopefully renting points at bwv

can I still use Magical express?

also, will only be having carry on luggage?
can I just bring that on bus?

Yes, any Disney Resort Guest can use Magical Express. You need to call (or e-mail) to reserve it at least ten days in advance. I don't have the contact information, but somebody here must.
And yes, as far as I know you can take your carry on onto the bus with you. I mean, it may have to go underneath the bus but it goes with you and not on the luggage trucks.

I thought I read somewhere that Member Services handles DME reservations for DVC members. I'm not sure, but I would ask on the DVC boards to see if arrangements need to made through them.
