Can you only swap SSR for 30 plus years?

Well, just to get back to the original ?, our DVC rep was very up front with the fact that when the original DVC resorts expired there were no gaurantees that we would have resorts to trade to. Given the success i'm willing to gamble, even if i only have SSR tho i'll still feel i got my moneys worth.

Maybe during the last 12 years SSR owners will have the choice at any resort at the 7 month window because there will be no one left. This is Disney's best kept secret. I can only hope....

Keep in mind DVC doesn't guarantee TODAY that you'll be able to use points in the other DVC resorts. They have the option to only allow using points at your home resort NOW, if they need to. This is improbable, but possible. They most likely would probably change the 11/7 month windows first if they needed to balance demand, rather than not letting you book anywhere but your home resort. The only thing that perhaps is possible might be if one of the resorts is closed (maybe a hurricane completely destroys HH or VB), then owners at those resorts would not be allowed to use their points at one of the WDW resorts, since they would no longer own at a resort within the DVC system.

As to 2042, my guess is it'll be another 30 years before they even have any semi-definitive plans on the table as to what to do. There are so many different possibilities. A lot can happen in the next 30 to 36 years.
