Yes! You can book a room only online via disney’s website and call to add the dining plan or do the whole shebang on the phone.

Yes, you can even book a room-only discount (if available) and add a dining plan!

Yep, I did it for June, we are staying one night (but 2 whole days) after a cruise and not doing the parks at all. I added the deluxe plan for one night.

Yes, room only or with tickets. the only time to need tickets is when the free dinning is offered

You will need to make sure the offer is still available for your room category before adding the dining, since they have to book it as a new reservation. We experienced this last year; couldn't switch without upgrading to a higher priced room view category because the lower category was no longer on discount.
