As long as you do not have to pay upfront iericeline, most rental cars do not have a penalty. Make sure to double check before you book, most can be cancelled up to pick up time.
No problem cancelling with Alamo. No fee, they do ask that you cancel within 24 hours of your arrival.

No Show
In the case of a "no show" of a customer, the reservation will be canceled. Alamo charges a fee on the renters credit card for specialty vehicles that are reserved but not rented, if the reservation was not canceled within 24 hours of the anticipated arrival
BTW, and an FYI, all rental companies list their policies on their respective web sites.
