You can ask the owner / manager of that agency to team you up with a different travel agent but as a professional courtesy travel agents don't normally take over reservations made by a different agency
Unless there is a big problem try and work out what is bothering you about that agent with them
You can request that they return the reservation to DCL. If you have a complaint that serious I would make sure that you filed a complaint with the owner as well.
As long as the reservation is not paid in full, I believe you can. Your TA needs to send in a letter requesting the release back to DCL, then if you want another TA to take it over then they would call DCL with your info.
