I'm not condoning the man's behavior (and I wasn't there so I don't know) but many places offer a dessert or something if it is a special occasion. Sometimes if you don't ask, you don't get it (and you could have). And the worst that can happen when you ask for something is that they say 'no'.
I'm not saying the man's behavior was something I would teach my kids, but try to take a deep breath when these things happen, be a little extra nice to the waiter/waitress, and don't let other people damper your trip.
Based upon the OPs description, I think it had less to do with THAT he asked, but HOW he asked. I don't think there's anything wrong with saying something like, "We're celebrating a birthday tonight. Do y'all do anything special for birthdays?" or whatever. But the way the guy all-but demanded special attention was offensive.
Just my opinion.
