Can this really be done on the DDP?

I home you guys won't hammer me for this question, but a friend of mine told me she did this and it was recommended to her by someone else who also did this. When on the DDP you are give a certain number of TS credits in an account. I was told these credits could be used by any member of the family in anyway so the adults used the TS credits and paid OOP for the children in order to get more bang for their buck. Can adults really use the child TS credit? If so, is this really appropriate?
