Can the double WDW Stroller...

fit a small 7 yr old? I am renting one for DD but wondering if I should get the double for my DS as well.

It was smaller than I thought. I have a tall DS age 7 and we opted to only get a single stroller for DS 3 and use our Chico lite for DS7. You will be able to see them before you rent. FYI I thought about renting a double stroller from an offsite company for the entire trip and went to BRUs to try out the kids in the city mini and bobs. Both DS fit in the city mini double but it was tight. DS 7 is ~50 in tall and 49 lbs.

Those WDW strollers look horribly uncomfortable. I did see some older kids riding in some of them (maybe 5 or 6) and they were hunched down quite a bit. I remember thinking how little room there was for even an older toddler, small preschooler. For the price of renting a WDW stroller for 2 days, you can rent an offsite stroller for the entire week. Much more comfortable, reclines, big sunshade, etc.
 
If you go with an off site rental I would look for one that rents the city elite double. Taller seat, bigger and IMO better wheels and higher weight limit. It's a bit bigger than the city mini but has the same fold etc.
