Can someone please walk me through how a transfer is done?

You would just call MS and tell them you want to transfer X number of points from your contract into the contract owned by member YYYY YYYYYY (who lives in ZZZapolis). MS will inform you that this is a final transaction (meaning it cannot be reversed later) and will then complete the transfer.

The other member (YYY YYYYYY) would then have full use of those points. They would have the 11 month reservation at your home resort and the same points could be used at any resort ay 7 months or even bank them into the next Use Year.

You do not need the member number of the member receiving the points - just a name and location in case there is more than one member with the same name.
 
Is the "once-per-year" restriction on transfers based on calendar year or use year?

And am I correct that it's not "one in and one out" per year, it's one transfer transaction per year period?

It's per Use Year and only in one direction. You can actually have multiple transfers in a year since you can transfer 2009 points into someone's 2009 Use Year and then transfer 2010 points into someone's 2010 Use Year (but that would use your ability to transfer again for either Use Year).
 
So if I wanted to get enough points for a 2 bedroom - say 352 points, would I have to get them all from 1 person, or can I buy points from, say, 3 different people? I am not a DVC member - how does that affect it?

Transfers can only be accomplished between DVC members, where one member transfers points into another member's account.

DVC points are of no use to anyone except the DVC member who controls the account in which the points reside. Non-members would have no way to use DVC points but can rent, from a DVC member, a reservation made using DVC points.

If you cannot find a member able to make a reservation requiring 352 points you would need to find a member willing/able to reserve as many of the nights you want and then find another member willing/able to reserve the remaining nights and then have both members link those separate reservations together so that you would not need to move or check-in more than once. There are members able to make such a reservation for you, so finding one member to reserve your entire stay would be preferrable.

I would look at the Rent/Trade Board for members offering to rent points (the threads will be titled "Points for Rent") and check the number of points available. I would also post a "Reservation Wanted" thread and see what responses you may get for the dates, resort and villa-type you are looking for.

-If I borrowed xx points from my 2010 use year (they are now 2009 pts and I cannot bank them), if I transfer them to another member, do they have to use them by the end of the 2009 use year, or can they bank them?

-Is it possible for me to give another member x amount of 2009 points for a swap of x amount of 2010 points from them in the same year?

"Reservation" points are points used for a non-DVC reservation (cruise line, other WDW resorts, Concierge Collection) which was later cancelled - returning the points to the account. They cannot be banked and will expire at the end of the current Use Year and can ONLY be used for another non-DVC option. They cannot be used for a stay at a DVC resort. I do not think they can be transferred but, if allowed, the restrictions would stay with them (no banking, non-DVC option only, expire at end of Use Year).

If that reservation is later cancelled, the points are returned to the account and will remain in the same Use Year as the reservation for which they were used. They cannot be banked, will expire at the end of that use year and they cannot be transferred to another member.

Your option would be to rent a reservation made using those points to another member and ask that member to "pay" you with a transfer of their points into your account. You could also make a reservation and use it yourself or rent it to someone else for cash.
