Can someone please explain how the meal plans work in Disneyland?

It sounds like DLR's dining plan vouchers were originally intended to be either sold at a discount or offered as part of promotional packages (i.e., "Stay X nights at a Disney hotel and get $Y in dining vouchers"). As it is right now they have very little appeal, which is probably why very few guests know about them.
