Can it be done for $1500-2000?

I agree with all the other posters. They need to be prepared to spend more but they could be pleasantly surprised if you are able to get discounts to bring the prices down to 2k :)

If you are planning to rent houses etc you really need to know who is "in" and who is "out" else you will be paying more if a family doesn't come to share the expense.

Thanks for all the support and advice! I think I'm going to price out a few different scenarios, and present it to them. I'm hoping that if they know what to expect, and realize that they have a year to save money for it, they will be open to the idea of spending a little extra money. I'm not worried about how they will impact everyone else's vacations. We have all vacationed together before (at least the adults), and are used to them being frugal. It doesn't change our spending habits. On this trip, the only impact might be on the lodging, and if we decide we don't want to stay where they want to stay, there won't be any hard feelings. We aren't planning on touring together everyday anyways.

I'm hoping YES tix will be available. We did get them a couple of years ago during the same time frame, and they are available this summer in August, so hopefully the trend continues! When we used them a couple of years ago, only one adult could attend the class. Is that still the case, or can both parents go to get the better deal on tix?

Thank you JosieMouse for the house rental links! Some of them look pretty promising!
The pricing for YES tickets has risen dramatically in 2013 and I think the only one who gets even a decent discount is the child who is actually participating in the program. The cost of the ticket includes the price of the class itself for the child who is participating and for the adult chaperone for those under the age of 14. I just checked the prices for a class that is offered when we will be there in September. The cost of the ticket for the adult chaperone was actually higher than the cost for the non-chaperoning adult!

I have a co-worker who travels like this with another family. They are park commandos who stay on site and are happy to spend money because this is their vacation, darn it! The other family are frugalistas who stay in a house off-site and are very laid back in park style. Co-worker gets 7 day ticket, they're there from rope drop to close. Other family gets 4 day tickets, hangs out at their house's pool, etc.

It works out; the two families will meet up, do some things together, go their separate ways, meet back up etc. Everyone is happy.

But still. I'd encourage them to have a little more than $2K. . .
