Can I change resorts or room category after I have paid it off (but before the 44 days out)

Yes, absolutely. If your change decreases the cost of your reservation (for example, you switch from a moderate resort to a value), Disney will charge you a $50 change fee since you are within your 45 day window. If your change increases the cost of your reservation (i.e. moderate to deluxe), my experience is that Disney will NOT charge you the $50 fee. HTH!
