without having to purchase park tickets? I purchased 60 non-expiring tickets last year, so don't need a MYW package but can't seem to navigate the reservation system to give me a Dining Plan but no tickets.

Unless you are an AP holder or staying on a military discount (maybe DVC as well), you have to purchase a package that includes tickets to get the dining plan. If can not be purchased separately.

Sorry. But the dining plan only comes as part of the package that includes at least a one day MYW ticket. The only change is that free dining plan frequently now requires a 2 day ticket.

AP holders are allowed to get the DDP as well without buying extra tickets.

No reason, other than the dining plan was instituted as a package add-on. And if you don't have a package, you can't use a package add-on.

The only exceptions are DVC members (who don't have to buy packages, but their system is totally different from the regular reservation system), Annual Passholders and those eligible for the military room discount (these two categories can purchase ticketless packages, but at check-in they must provide proof that they fit these categories), and sometimes special offers extended by Disney to its cast members.
