Can I make FP requests if staying offsite?

I will be staying offsite, am I able to make FP requests, or is that strictly for guests staying on Disney property?

If you have purchased TICKETS already, and linked them to your MyDisneyExperience account, you can make FP+ reservations up to 30 days in advance.

As PP said you can make FP reservations 30 days in advance. If you were staying onsite, you could make them 60 days in advance. That might mean that a few of the most desirable FP reservations (A&E, 7DMT) might be unavailable for you.
