Can dining package by used for character breakfast?

If it's the Magic Your Way dining plan, then yes, it is accepted at the character meals on property.

Yes, but it's a better value to use it for a lot of other things instead (character dinner, nice sit-down meal, etc.)

Oh - and I'd advise checking other travel agents. If the agent couldn't answer a basic question, nor did they obviously check into it for you, they aren't going to be of much help, IMHO.
