We are on the Deluxe Dining plan and dd will be 10 when we go to WDW in Dec. She is on the adult plan. Is it possible for her to order a starter from the adult menu, entree from the childs menu and then dessert from either menu? There are several places we are dining where I know she would prefer the childs menu dessert or entree.

It really depends on the server but often the answer is no I suspect because it would reduce their tips. They are usually very flexible though in making something from the adult menu more appealing to kids by leaving off the sauce and can always do an adult sized plain pasta (they will charge the amount of the adult pasta dish on the menu though). The child's menu dessert is never worth having though as it's just a very small serving of vanilla ice cream. Any restaurant should be able to offer her an adult serving of ice cream if she doesn't like the other options they often don't list ice cream and sorbet on the menus but nearly every place has both options. We just ask nicely and hope for the best. I always tell my kids to plan on something from the adult menu though.

DS was allowed to order off the kids menu but if he ordered from the kids menu it had to be the whole meal. So it seems to be a one or the other type of thing. I understand your frustration. DS would rather have had the app and dessert from the adult menu but the entree from the kids. He wasn't allowed. But at their age, they are able to understand and make that choice. Just make sure you prepare her for it ahead of time.

I would not count on it.

Many (if not most) kid's menus are done as a whole meal. Either with the Kid's Picks menu where for a set price they pick one appetizer, one entree, and one dessert OR as Complete meals. I doubt that they would be willing to break up the cost of one part of either of those.

Just at Epcot it appears that it is done this way at:
San Angel Inn
Marrakesh
Rose and Crown
Le Cellier
Coral Reef

and I may have missed some others.

It never hurts to ask.

Some places will bring an "adult-sized" portion of a kid's meal as an adult entree if asked. The other option might be to order a regular adult entree, but ask for it to be prepared without spices, sauces, etc., if that's what's turning off your DD.
