Yes the can. However, if they want to further inspect your checked "stuff", they will break the lock to get in.

Buy TSA approved locks.. They are "Suppose" to be able to open them without breaking either the luggage or the zipper. If they cannot get into your luggage they can and will break in even if it damages the luggage.

However, do not assume that those locks are keeping anything safe. If the TSA can get in so can anyone else.....

On one of my husbands recent trips he locked his golf club travel case. They called him to unlock it. I dont put locks on our luggage anymore and neither does my extended family

I have the TSA approved locks... I have not had any issues the last three trips since I bought them...... I use them every time... not so much to keep people out but to make sure my suitcase stays zipped and closed.....

TSA locks - even the combination locks - can be opened with a master key that TSA agents have available. With the plethora of zipped luggage nowadays, using something to secure the zippers can make you feel more confident that your luggage will remain closed throughout the journey. Some people report using nylon zip ties, but if TSA decides to open your luggage after you've gone on the the boarding gate, there's no way for you to refasten it. Use of the TSA locks should solve that problem. (No, I do not sell TSA locks.)

However, I have read more then one report where the luggage was checked with a TSA lock and arrived on the baggage claim with no locks at all. The TSA took them off and did not put them back on.

I guess we've been lucky. We've flown several times with TSA locks, our bags have been searched because they had a paper inside that said so when we arrived, and they've always arrived with the TSA locks intact.

I don't think any method is perfect. But all you can do is make it more difficult for someone to steal from you in the hopes that it will be enough to discourage them. If someone wants to steal from a bag they're more likely to hit the one without any locks. The TSA locks aren't perfect, they just give you better odds.

Most TSA sights will also replace your Zipties with a new one when they cut them off.

We use quick release cable ties. Just push the cable release and they slid open. TSA has had no problem with these, they have removed them to search and replaced them the same way we have attached them. Helping Hand nylon cable ties are great for securing our luggage, however, we still lock our bags at the resort check-in desk.
