Can anyone identify this CM costume?

I know this is a long shot, but does anyone recognize where in the parks this costume (uniform) would be worn?

Royal blue shirt with navy/white striped cuffs, navy shorts or pants, guys in yellow suspenders, girls with yellow tie at neckline, white "poofy" hat with short brim in front.

I will be highly impressed if anyone can pinpoint where this would be seen. I was asked if I knew, tried doing various searches, and decided to come on the boards and ask the experts.

Without a photo, ??? But my first thought was the Main St. Confectionary and/or Bakery based on the description.

I know it's a merchandise costume, but I can't recall where. I want to say it was people who sold the items on the carts, like the glow items.
