Can a car registration be transfered to a new car?

DH renewed his old car registration about 2 months before we purchased a new SUV. He transferred the plates to the new vehicle and paid the DMV fees that the dealership (Saturn) asked for. We just got a letter from Saturm today asking for 69. more dollars before they will give us our new registration. Apparently, they only charged us 25.50, and the new registration cost 95.50. Does this sound correct? Why would they only charge us 25 to begin with? Should some of the $ be transferred by DMV to the new registration?
Should we pay the additional money?
 
If the registration fee is based on the vehicle's weight or value (in New Hampshire the fee is based on weight) then it is entirely possible for the new registration to cost more.

Transferring registration varies by state. In New Hampshire and Massachusetts, the plates can be transferred but the registration ends when the old car is sold or junked and a new registration is needed for the new car.

In PA, you would only pay the transfer fee if you keep your current "tags". We traded our car last November, with the registration due for renewal in January. I already had the renewal when we traded the car, so within the week of purchase I went to the notary place that does instant renewals. I renewed my then current tags and got a new sticker for the plate and had to wait for Harrisburg to send out the new owner's card for the new car.

If you worded this correctly, you're saying that Saturn wants you to pay for a "new" registration, when in fact you transferred. Call them tomorrow to clarify.
 
I would check with your DVM and find out what is correct. There are a few possibilities.

One is that you were undercharged in error by the dealer. This should not have happened as they should be very used to transfers of registrations. In that case I would ask the dealer for proof that they had to pay the additional amount and then make a decision as to whether or not you should pay them.

The other is that you were properly charged and they were attempting to make additional money. In that event I would contact their Zone Office with a complaint.

Of course you could always contact the DMV and tell them apparently the registration got lost in the mail between the dealer and you and get a duplicate.
